May, 2007. Both "E911" Outside sections to extend the date through
6/30/08 appear approved in both the Senate and House versions of the
budget.
Feb 28, 2007: We believe the
Governor's FY08 Budget Proposes No Changes to E911 statutes EXCEPT
simply an extension of the termination dates from 6/30/07 (wireless)
and 12/31/2007 (wireline) to both end on 6/30/2008. Nothing is being
proposed by the Governor at this time to follow the recommendations
of the DTE Long Range Report, the recommendations of the Major City
Chiefs, or any other recommendations. See FY08 Budget

Background:
The DTE (Mass. Dept. of Telecommunications and Energy, formerly the
DPU) is charged by the original (2002) wireline E911 statute to prepare a
long range plan for 911 in our state after the expiration of the
5-year statute (on December 31, 2007). They opened an
inquiry under Docket 06-33 to solicit proposals to help them
formulate the long range plan - that will go to the Mass.
Legislature.
The schedule is:

Dec 2006:
The DTE set the final surcharge at $0.99/mo from 1/1/2007 through
12/31/2007.The
interim surcharge has been $0.85/mo. for several years, but the final
surcharge was set for the balance of the period of the current
911 wireline legislation (Dec 2007).
The SETB has initially requested a final surcharge over $1.00/mo to include
funding for the PSAP Training Fund; this was lowered through finding
some costs savings.
